Publication Fee & Cost Responsibility

At Publibre, we believe that publishing should empower authors, not exploit them. Our model ensures that submission and publication remain free while maintaining a fair, transparent structure for review, printing, and optional services.

Publibre, under the Expert Novice Group (ENG), covers most operational costs internally—including platform maintenance, editorial coordination, hosting, and design—so that authors can focus on creating meaningful work.

1. Digital Publishing (Open Access & Paid Editions)

·         No Publication Fees: Publibre does not charge any fee for submitting or publishing a digital (open-access or paid) edition.

·         Hybrid Access Model: Authors may choose between Open Access (free to read) or Paid Access (royalty-based digital edition).

o    In Open Access, the book remains freely readable online.

o    In Paid Access, readers purchase the digital version, and 90% of royalties go to the author, while 10% supports Publibre’s maintenance and indexing costs.

·         Equal Submission for Both: The submission and review process is the same for open and paid books. Publibre treats all authors equally, regardless of access type.

 

2. Review & Editorial Process

Publibre ensures quality through a two-stage review process — designed to be fair, constructive, and author-friendly.

  • First Editorial/Peer Review: The first round of review is completely free. Authors will receive editorial or peer-review comments highlighting any issues in language, structure, or formatting. It is the author’s responsibility to revise the manuscript according to those comments and resubmit the updated version.
  • Second Review Round (Conditional): If the author fails to address the feedback from the first review or resubmits without implementing required corrections, a second review fee of PKR 4,000 per round may be charged. This fee compensates the editor’s additional time and ensures accountability in the revision process.

(Note: This fee is only applied if the author ignores editorial recommendations. Diligent authors who revise properly never pay anything.)

 

3. Printing & Distribution Policy

Publibre promotes eco-friendly publishing in line with the Expert Novice Group’s Zero-Waste Greeni initiative.

  • Digital Priority: Publibre encourages digital editions to reduce waste and carbon footprint.
  • Print-on-Demand Only: Physical copies are printed only on demand. Printing, shipping, and handling costs are borne by the author unless the project is sponsored by Publibre, ENG, Xpertno Research Center (XRC), or another supporting institution.
  • Pricing: The printing price is determined at the time of production, based on book length, quality, and demand. Publibre ensures prices remain minimal and non-profit.

4. Our Commitment to Low-Cost Ethical Publishing

Publibre stands against exploitative publishing practices. Where many publishers charge authors thousands or even hundreds of thousands of rupees for a single publication, Publibre aims to provide high-quality publication at minimal or zero cost. By internally managing editing, design, and hosting, Publibre ensures that:

       ·         Knowledge remains accessible.

       ·         Creativity is respected and rewarded.
